Cities could still impose their own approval process, design standards, affordable-housing requirements and demolition controls. Many business, real estate and housing groups supported the bill. But it faced stiff opposition from cities that didn’t want to give up any local control, neighborhood groups afraid of overcrowding and some affordable-housing advocates who thought it would displace low-income residents.



Rent control measure on its way to California ballot - Funded primarily by the foundation and backed by labor and tenants' rights groups across California, the initiative seeks to repeal a 1995 state law called the Costa-Hawkins Rental Housing Act. If repealed, cities and counties would be able to strengthen existing rent control policies, or pass new laws that go further than what's currently allowed. At present, laws in jurisdictions with rent control are prevented from covering large amounts of housing, including single-family homes, condos and duplexes. All units built after 1995 also are exempt.

According to a survey released last week by the Luskin School of Public Affairs at UCLA, residents of Los Angeles County have become increasingly anxious about housing costs, especially young adults. That comes as no surprise to those following the state’s rising housing costs, as well as recent legislative efforts to make California more affordable, like California senate bill SB 827, which would allow more development near transit lines. But that’s not the entire problem. Spiraling housing costs, and the land-use restrictions that often accelerate unaffordability, don’t just push people out, but keep others out as well. Housing costs are keeping many Americans from moving to opportunity.
